Mr. President,
As the "political refugee" in Switzerland since March 15, 2000, and although an Italian citizen and therefore the European Union, I hereby request the protection of the Council of Europe Committee of Ministers and the European Union as a whole. The reason is that Switzerland has deprived me of any document of identity, my Italian passport and all documents belonged love me, especially those from Italy, bearing the seal of the state and representing proof documented my "international legal status" and my right to asylum that followed, according to what is provided by the Geneva Convention of 1951 and amendments and ratifications of Switzerland but it recognizes that reality, as in my case, it never applies.
For the reasons expressed below, I am compelled to ask you, Mr. President, that the reading of any document are not looking at me not only to the Italian and Swiss representatives accredited to European institutions but also to people Swiss and Italian nationality, at any level and any function whatsoever. Indeed, I fear they may alter, manipulate and / or tamper with premeditated fraud that I submit for your attention and those that correlate with your high position within the European Union and I think that 'they can and should have read this letter I address to you.
This exclusion shall also be applied to certain judges of the European Court of Human Rights for reasons I'll explain in summary form. I ask your high office to convey to those who are and will be interested by knowledge of the facts I present you AIS v below.
Giorgio Malinverni, who is an "informant of the security of Switzerland" and also one of the most listened to experts' Swiss constitutional law, legal structures built in the name and on behalf of Switzerland to distort, falsify and cancel the meaning of the statutes of this "country" and apparently falsely friendly "rights and dignity of man." Any further explanation may be requested by your services to the President of the European Court of Human Rights through the folder shown below.
Vladimir Zagrebelsky, that is a shady character, not obeying the laws of both the Italian state, but rather to "power groups" involved in what must be described as "massacres of state" who have bloodied my country and my fellow citizens killed and injured. Details watching the above may be requested from the President of the European Court, Mr Jean-Paul Costa. They are in a folder that I gave him 26 March 2007, accompanied by a letter with return receipt to his attention and sent to the post office of the City of Sète in France.
I obviously tried to translate into French and English documents that I give you, including this letter, but nobody wanted to take on such a translation, which prompted my request at all true fear.
But I do not go beyond the reality by stating that the country that welcomed me as an "asylum seeker" inspires fear if its residents a high they fear serious consequences for themselves and their families.
After my arrival in the Swiss Confederation in 2000, I married a U.S. citizen who also has Swiss citizenship. This allowed me, after five years of marriage, to seek the "nationality facilitated, regularly filed with the documents required by national law in Switzerland. Many obstacles have been placed between me and the acquisition of Swiss nationality who would have though possible to live as a free person, in normality and calm, especially since I'm already 65 and seriously ill. The Swiss would have also helped to eventually cancel my position of "asylum seeker".
You see from the letter that was sent to me by the Federal Department of Justice, Migration Section, dated February 13, 2007, that my file has been "suspended" due to "pending criminal investigation ", yet non-existent.
The letter dated February 24, 2007, you will note that am a victim of blackmail by the Swiss government refuses to restore me my ID unless I expressly renounce my status as "refugee."
Let me make you note that the letters provided with the emblem of Switzerland and bearing the wording "Swiss Confederation" is devoid of stamps and postal stamps. The stationery that was in the envelopes is a simple photocopy. All this demonstrates a maximum of anonymity, allowing "the authority of the rule of law (?)" To deny the origin and content, thereby discouraging anyone who wants to call this state to its responsibilities.
I shall, Mr. Speaker, contrary to what the federal government, it proceeds to the illegal arrest of many applicants for asylum, referring to "nations" third parties for predictable, thereby removing officially "for their protection . It is not true that some of these people "arrested" were killed or sent to death.

- the Committee of Ministers in charge, excluding Italy and Switzerland;
- members of all committees concerned.

Mister President, In my quality of "political refugee" in Switzerland since March 15, 2000,and although I am an Italian national and thus citizen of the European Union, I ask herewith the protection of the European Council and the Committee of Ministers of the European Union at large. The reason for my demand is that Switzerland has deprived me of identity documents, of my Italian passport and of all the documents which belonged to me, especially those of Italian origin bearing the seal of the State. They represented the documented proof of my "international juridical condition" and thus of my right to demand asylum as is provided for by the Geneva Convention of 1951 and its subsequent modifications and ratifications which Switzerland recognized but which in reality, as in my case, it never applies. For the reasons which I shall expose hereforth, I see myself obliged to ask you, Mister President, that the lecture of any document related to me be prohibited not only to the persons of Italian or Swiss nationality accredited to the European institutions, but also to Italian and Swiss nationals, at whatever level and function. Truly, I fear they might alter, manipulate and/or falsify, with the intention to harm, the information I wish to give to you, as well as to those who are connected to your high mandate in the European Union, since I believe they can and should have knowledge of the present letter. This exlcusion should also be applied to certain judges of the European Court of Human Rights for reasons which I shall briefly expose. I ask your high function to please transmit to those who will be interested in the facts which I will expose hereafter. Mr Giorgio Malinverni, who is an "informer of the secret services of Switzerland" and also one of the most consulted experts of "Swiss constitutional law", elaborates juridical structures in the name of, and for the account of, Switzerland in order to deform, falsify and annul the sense of the laws of this "country" which is apparently and falsely respectful of the "rights and dignity of man". They are to be found in a file which I transmitted to him on March 26, 2007, accompanied by a registered letter adressed to him personally and sent from the postal office of the city of Sète in France. I of course tried to have the documents which I am sending you as well as this letter translated, but no one wanted to get involved, my request having provoqued fear in all those I contacted. I am not going beyond reality when I affirm that the country which has accepted me as "political refugee" inspires such fear in its habitants that they are afraid of the consequences for themselves and their families should they be connected to me and my story. Swiss citizenship would also have allowed me to annul my condition as "refugee". You will note that in the letter sent to me by the Federal Department of Justice, Migrations Section, dated February 13, 2007, my file has been "suspended" due to a "pending penal inquest" which does absolutely not exist. From the letter dated February 24, 2007, you will note that I am a victim of blackmail by the Swiss State who refuses to give me back my identity papers unless I renounce explicitely to my condition of "refugee". I beg you to take into consideration that these letters bearing the emblem of Switzerland and the wording "Helvetic Confederation" do not have any stamps or postal markings. The letters contained in the envelopes were mere photocopies. All this confers a maximum of anonymity which permits the "autorities of the State the right (?)" to deny the origin and the contents of the letters, thus discouraging any person who would want to put the State in front of its responsabilities. I wish to inform you, Mister President, that contrary to what Switzerland pretends, this country proceeds to the illegal arrest of numerous political refugees sending them to other "nations" for obvious reasons, having them thus disappear officially "from their protection". It is not wrong to say that some of these people which were "arrested" are killed or sent to to their death. I have duly informed Mr Dick Marty of these facts as well as the central authorities in order to avoid any dammage against my person such as menace, extorsion etc. No one has ever contradicted me nor asked me to stand before justice. I ask that the above-mentioned "pseudo gentlemen" be deprived of their charges and of any other charges in the European Union and in the Council of Europe. The institutions and the people I indicate hereafter as being the "just and indispensable recipients" of the present letter and the letters mentioned above which all bear my signature, authentified by the Mayor of Sète in France, are the following : - the permanent representatives to the European Council (and not the State Council, as written erroneously in the Italian version) except for those from Italy and Switzerland; - the Committee of Ministers in charge, except for those from Italy and Switzerland; - the members of all interested committees.
