In the debate following a article published in Il Sole 24 Ore about new competitions for the MD Researcher who fail the July 28, 2009, we want to signal the ' La Stampa interview with Minister Gelmini, published the day before yesterday. Several other articles in recent days to bring about the meritorious activities of APR, Association of Italian research Precarious ( the site here and here the blog), in pointing out the flaws and the non-application of the DM.
The title of the interview in La Stampa is "Gelmini: the reform work."
We ask first what "reform." If this term means an amendment of the recruitment system-namely, the DDL-announced several times this is still to come. After several delays (it was announced for spring 2009), the Minister said "this autumn". We remain on hold, then.
If you are going to the DM of 28 July 2009 on the assessment of qualifications and publications in competitions from the researcher, unfortunately this has proven at least debatable (see for example the comments of the previous post). It's nothing but a restatement of what is smoky always been, in the minutes of any old competition, the first page: "the definition of evaluation criteria." The simple list of criteria, as done in the DM, without attribution of weights or scores, opens the doors of the arbitrary committee free to give higher scores to participation in a conference (!) With respect to an article in Nature. And then, as reported, is not applied in a large number of contests next band.
If "reform" we mean the new procedure for the composition of committees, namely draw post-election committee members (elected, remember, as a number three times as needed), lack of decrees that regulate the conduct. Also, as noted a few posts ago, many areas lack in numbers, and there are certainly problems of implementation and extensions of time. Finally, the fact that almost two years have passed since the announcement of several competitions (and the change of the rules already published in the notice) could open the door to an avalanche of appeals. There are those who hoped, not unreasonably, the extension of the deadline for these contests.
So, what "reform" are we talking about? And, above all, because the Minister said that the reform "works"? It 'a case at least premature.
